Quebec Investor Program was created by the Quebec government in 1986 in order to favor the unconditional entry of businesspeople and their families to Quebec as permanent residents. Under this program, potential investors who agree to respect certain requirements and make a passive investment will obtain permanent resident status in Canada along with their dependent family members.


1) Demonstration of minimum 2 (two) years business management experience in the past 5 (five) years,

2) Legally obtained net worth of at least CAN$ 2,000,000,

3) Meet the government secured (risk-free) `full investment option` or `financed investment option` below:


The required full investment amount is CAN$ 1,200,000. Under the full investment option, the applicants deposit the required amount for a period of 5 (five) years. At the end of this period, the full amount is returned to the investor without accrued interest.


Under this option, the investment amount is financed by an approved financial intermediary. The investor pays CAN$ 350,000 to an approved financial intermediary which is for commissions, interest and other legal services.


Investors and their family members who have lived in Canada for 3 (three) out of 5 (five) years (1,095 days) preceding the application are eligible to apply for Canadian citizenship.


Applicants are required to undergo a medical check and must have no criminal record.

Quebec Investor Program is subject to certain application intake periods and quotas. Applications submitted by candidates that can provide an advanced intermediate level of French (B2), as demonstrated by a standardized test, are not subject to the period of intake and can file at any time during the year. These applications will have priority processing.
